Suspect interviewed 23 years before arrest
A retired high-ranking Winnipeg police officer says he didn't view Mark Edward Grant as a suspect when he interviewed him in 1984 while investigating the disappearance of 13-year-old Candace Derksen.

Grant, 47, is now on trial for first-degree murder in Candace's death.

She disappeared Nov. 30, 1984, and her bound and frozen body was found in a brickyard shed Jan. 17, 1985.

Menno Zacharias, a detective sergeant in the youth division in 1984, said when he talked to Grant, it was to check out claims by Grant's girlfriend that she had seen Candace after she disappeared. Please read about Candace Derksen's Murder

It took 22 years before the son of the Killer of 28 year old Lysandra Marie Turpin finally went to the Police to inform them of what he had witnessed when he was 16 years of age. Turpin's life came to an end after weeks of physical abuse, and before the eyes of her murderer's son. And Turpin was apparently not the only victim of such abuse, Quenell said the son told him recently.

After Christie supplied the sheriff's office with a map of where the body had been dumped, a team of detectives, evidence technicians, and sheriff's deputies found teeth, clothing and charred bones. A forensic odontologist positively identified the remains as Lysandra Turpin on Wednesday, according to Philp. The man told deputies his father, Ernest Samuel Christie Jr., kidnapped Turpin, held her hostage in their home in Fieldbrook, and then killed her after weeks of abuse.
The man said his father forced him to help her dispose of Turpin's body in a ditch, cover it with tires and set it on fire. Deputies went to the area and found teeth, clothing and charred bones. On Wednesday, forensic scientists positively identified the remains as Turpin. Christie, Jr. died in June of 2006.

What this young man did after all these years... and then coming forward!!
Christie's son, Ernest Samuel Christie, III is not facing any charges.

Sharron's Story

Thirty years later, Yvonne Prior and her twin daughters, Moreen and Doreen, tracked the beekeeper down. He wasn’t a beekeeper anymore; he’d long since left behind the small field where he kept his beehives. But the Priors remembered enough vague details about him to find a possible email address. It took a while. Messages bounced back and were forwarded. Finally, a message appeared in their inbox.

“I’m your man,” it said.

He agreed to meet them at a restaurant. He brought his wife. What were the Priors hoping for? Recollections. Clues. He had always been “the beekeeper” to them, an essential but abstract figure in the most important event of their lives, and here he was, polite and solemn and real. He searched his memory and answered their many questions the best he could.

A couple of hours later the meeting was winding down, the silences between sentences growing longer.

“Would you take us there?” Yvonne asked suddenly. She had not been able to visit the place when it happened. Could not. Would not.

The man didn’t owe them anything. He’d already done more than most people would. Still, he didn’t hesitate.

“Of course,” he said.

The area was different. The woods were gone. A truck covers factory had gone up nearby. The small piece of land where the man had once kept his bees was now vacant.

He took them straight to the spot. Yvonne knew from newspaper photographs and maps she’d pored over that he was exactly right about the location. She marveled at his accuracy after all this time.

“It really affected him,” his wife said quietly.

A friend had called him that cold Tuesday morning. Did he know the gate to his beehives was open? That evening he walked over to check out the muddy field.

Yvonne stared at the spot. So many things had changed over the years. Suspects. Buildings. Faces. Memories.

One thing had not changed: the pain.

Murderer caught by his son's DNA

A brute who raped and killed a teenager 26 years ago was jailed yesterday...trapped by his son's DNA.

Twisted Paul Hutchinson, 50, was caught when his son gave a sample after being arrested for a car offence.

Police found it was a partial match to evidence left after the 1983 death of Colette Aram, 16.

Father-of-four Hutchinson admitted the murder 25 years after the case became the first killing to appear on BBC1's Crimewatch.

Passing sentence, Mr Justice Flaux said the attack was "violent, twisted and perverted" and subjected Colette to "unimaginable terror and degradation".

He added: "It was a terrible act which has torn Colette's family apart and left a community haunted. "The killing was clearly premeditated.

You concealed your guilt for more than 25 years and only pleaded guilty when the evidence became overwhelming."

Hutchinson showed no signs of emotion and gazed at the packed gallery where Colette's family sat.

Her mother Jacqui Kirby, 62, now re-married and living in Greece, was comforted by exhusband Tony Aram, 68, and Colette's brother Mark, 45.

Outside Nottingham crown court she said: "We have spent 26 years wondering who murdered Colette. You could see Hutchinson has no remorse. There are still a lot of questions only he can answer."

Colette vanished in Keyworth, Notts, in October 1983 as she made the mile walk to the home of her boyfriend.

Her body was found in a field next day. She had been dragged at knifepoint into her killer's stolen car before being strangled, raped and beaten.

Male DNA test yields clues in Texas criminal cases

An advanced type of DNA testing that is male-specific is helping Texas law enforcement solve sexual assaults and other crimes that previously netted inconclusive results.

New Technology!

The Y-chromosome detection analysis is able to extend the evidence collection time from 48 hours on up to 120 hours, experts say.

It separates male DNA profiles from those belonging to females and hones in on tiny bits of saliva, skin cells, semen or other biological evidence.

Although the test has existed for at least eight years, some of the state's larger law enforcement crime labs have only recently become equipped to conduct their own analysis as the courts have become more accepting of newer kinds of technology.

"It's not a common kind of test you use all the time, it takes a considerable amount of work to get those systems up," said John Planz, associate director of the University of North Texas Center for Human Identification in Fort Worth, which has been working to refine the testing kits.

The Texas Department of Public Safety crime lab, which handles forensic testing for a various agencies across the state, including the El Paso Police Department, started conducting its own male-specific DNA tests in the middle of last year, DPS spokesman Tom Vinger said.

The Harris County Medical Examiner's Office biology lab also began using the test around the same time. Since June, it has obtained positive results in 20 sexual assault cases — most involving children — though none of those cases have gone to trial yet.

"Everyone recognizes (this) testing will work when traditional testing doesn't," Dr. Roger Kahn, the Harris County medical examiner's forensic biology director, told the Houston Chronicle. "The number of successes is up. Even we're surprised at some of these."

In the case of a 9-year-old girl who told authorities that a male relative molested her while she slept, there were no witnesses and no semen recovered. Harris County's supervisory forensic investigator Dan Morgan said testing using traditional DNA tests yielded inconclusive results. But testing using the new analysis found a partial DNA profile on swabs and portions of the girl's clothing that matched the suspect's.

Like a black light that causes white clothes and teeth to glow in the dark, the technology in the new test essentially makes the female DNA profile invisible and amplifies any male DNA, no matter how small, that may not have been seen before.

The male-specific DNA tests can also be used to solve crimes involving people of the opposite sex, such as burglaries or homicides that do not involve rape.

But the advanced tests only work in cases where a suspect has given a DNA sample to investigators looking at a specific crime, Kahn said.

How To Run Your Own Cold-Case -TOP 11

John Allore has written this up, with some input from me and Bill Widman, and suggested that we all post this in our blogs.

I made an interesting comment recently that I was equally dialed in to
unsolved cases in the Montreal region from the 70's. I have been
advocating a long time for a resolution to the unsolved death of my
sister, Sharron who was murdered in 1975. As well as me. John Allore,
and Bill Widman know the process that one must go through,
heartaches,sleepless nights, trying to find the truth. Bill Widman has
been actively seeing to solve the murder of his friend, Debbie
Key. John Allore has been working endlessly trying to find out who
killed his Sister, Theresa in 1979..

In the interest of helping other families who may be trying to conduct their own investigations, John, Bill and I offer these top ten suggestions for conducting your own cold-case investigation:

1. Information Management – The Internet: If you can afford it, get a subscription to Lexis-Nexis. This will allow you to data mine old newspapers back to the early 80s. There’s gold in them hills.

2. Information Management – Your local library: Most major libraries keep copies of all regional newspapers on microfiche. For Theresa’s case I was able to have the Provincial Library in Quebec mail me microfiche of old newspapers like the Montreal Star, Photo Police, Allo Police to my local library in North Carolina! I know Doreen Prior also accessed local libraries for Sharon’s case. Newspapers offer you good information about activities in the area of investigation leading up to, and immediately after any murder.

3. Google is your best friend: I have Google Alerts set up for all key words associated with my sister’s death (names of regional towns, suspects’ names, the name of each regional police force). This is a good way to stay a step ahead of anything that may be relevant to your investigation.

4. Accessing public records: Things like medical records and autopsy reports… these are public information and readily available from your local medical examiner or coroner.

5. Makes friends with the appropriate law enforcement agency: In many circumstances a case grows cold due to perceived ineptitudes of the investigating police force. Despite the frustration you must ultimately make peace with the investigating force. Ultimately they are the only body that can bring the case to justice. Despite friction, you must work to find an understanding. This doesn’t mean you can’t continue to challenge the force, just realize that you must retain balance. Crime scene reports? Evidence? Primary information? All of this is in the hands of the investigating force. You must make amends if you hope to gain access to this information.

6. Make sure your case is registered in the appropriate national police cold case database: In the U.S. they use either ViCAP or CODIS. In Canada the system is called ViCLAS (in French SALVAC) . Even though these databases are maintained by the RCMP and FBI, it is the responsibility of regional forces to be trained on their use and to enter the data. Contact your regional police force to ensure your case is in the system.

7. Psychics: Useful? As secondary evidence, possibly. Just realize that anything psychic / medium offers is not admissible as evidence. It can be a great resource (myself and Bill have used them), but be aware of their limitations. And don’t get strayed into kooky theories: you can see patterns in any amount of randomness. Remember that some things are a coincidence.

8. Network: Read everything. The internet is an incredible resource. Become familiar with advocacy and justice initiatives. Make friends, get educated, attend conferences.

9. Publicity: The media can be a great tool to get your story out. Remember one thing: ultimately they are exploiting you, so feel free to exploit them. “If it bleeds it leads”… and the stories the media usually are attracted to in cold cases are something gruesome or something very personal ( perhaps too personal for a crime victim… I always hated when they asked me about “closure”). Be professional, cautious and guarded. Don’t offer up anything you feel is crossing a line. You have a right to say, “no, that’s too far” with these people. Also, don’t feel bad if they don’t want to cover your story. I have spent many hours offering up angles to media (suspects, new information, a personal-interest moment, a tidbit that is relevant to a current case), if they aren’t interested, don’t take it personally. Move on. It’s a business. One of the main reasons myself, Doreen and Bill started blogs was to control the distribution of information. So you can start one too! That too is media attention!

10. Get support: Guess what? You’re only human. And very quickly you will reach a burnout threshold. Get help. Find something positive other than this cold-case that gives you energy ( a hobby, your family, a sport, your shrink). We’ve all been to the bottom. It’s no fun, but we will support you on your journey back up. One of the best things I did? Made friends with fellow victims and investigating colleagues on Facebook. At first this seemed counter-intuitive: I wanted to isolate my personal life from my cold-case life. In the end it was the right decision because it was healthy to see these people without the victim stigma, in a normal light: families, loves, interests.

11. If all else fails: Contact the Vidocq Society, a group out of the Washington area comprised of retired forensic and investigative experts dedicated to solving old cases. Slightly pretentious, but if you’ve exhausted numbers 1 – 9 at this point you have nothing to lose. A word of caution: Vidocq will only consider your case if you have support from your local police jurisdiction (so no coming here if you’ve got a beef with how the police screwed up your case).

Vigil for Murder Victims

A cold case murder, on the shelves for nearly half a decade, remains unsolved and the victim's family is left to wonder why. This, as family and friends of other murder victims gather to remember their loved ones.
In Niagara Square, a group of people come together who share one thing in common - they've all lost a loved one to homicide. The shoes of the dead stand empty next to photos at this vigil, a reminder of lives snuffed out by violence. "This seems to become sort of a public therapy opportunity where people get a chance to speak collectively, to tell what's on their minds.

Sharron Prior was 16 years old when she left her Point St. Charles,Quebec home on March 29/1975, off to meet her boyfriend and friends at a local restaurant,only five blocks from her home.She never made it.Her body was found 3 days later in a field.

Cause of death was asphyxiation caused by blood in her lungs.Police believe this happened when her attacker crushed his knee into her chest.She had been raped and her autopsy showed she had several bruises on her face,two fractures on her jaw,on both sides of her mouth.A broken nose and a hole in one cheek,when a tooth come loose during her struggle.

Police believe Sharron had been kept alive for a time and disposed of in the field, in Lonqueuil still alive.When found Sharron was wearing her sweater,shoes & socks and a three quarter length brown suede jacket.

Her jeans and panties were found about 6 feet away from her body.

Also found near Sharron's body were tire tracks,a shoe print and a mans 3/4 arm length shirt,collar size was 17.The impression from the shoe print makes the man about 6' tall weighing about 200 lbs.

The police believe the killer knew the area well.

The field where he dumped her had a padlock which was locked.Only two people had the key,both were questioned by police but not suspected.The question has always been how did the person unlock the gate,the lock was left hanging on the gate afterwards.

The same evening of March 29th within a fifteen minute time span when Sharron left her house another woman was attacked,in the same area where Sharron was heading.Her attacker tried to drag her away,but was saved when some children heard the commotion and came running to help.He was scared off by the kids and ran away.He was described as being about 29 years old, 6'1, 200 lbs with blue eyes and a squared off cut moustache.The man was never caught.

New DNA test gives cold case hope

A new technique which can decipher previously unintelligible DNA samples has been made available to all police forces in England and Wales.

The Forensic Science Service (FSS) said the DNAboost method may shed light on "many thousands" of unsolved cases.

It allows scientists to obtain individual DNA profiles from crime scenes which contain a mix of genetic material from several people.
But some experts have warned that it could lead to miscarriages of justice.
During the pilot, DNAboost was used on about 2,000 samples in four police forces -Humberside, Northumbria, South Yorkshire, West Yorkshire.
The FSS said it helped police to identify suspects and build evidence for cases, and was now "fit for purpose" to be used by all forces.

'Cold cases'
Previously, it was impossible for scientists to accurately separate out DNA from different individuals at one crime scene, for example, where two or three suspects handled the same weapon.
Now, DNAboost can use computer technology to do just that and provide identifiable DNA profiles for each suspect.

The 61-year-old was arrested in January and initially charged with first-degree murder, abduction and forcible confinement.

London, Ont., man pleads guilty to murder in 1970 missing girl case

Barry Vincent Manion, appearing in a Haileybury, Ont., court, received a life sentence for second-degree murder with no possibility of parole for 10 years in Katherine May Wilson's 1970 disappearance in Kirkland Lake.

Her body has never been found.

The 61-year-old was arrested in January and initially charged with first-degree murder, abduction and forcible confinement.

Manion, who most recently lived in London, resided in Kirkland Lake when Katherine went missing on Oct. 10, 1970. He is a distant cousin of the missing girl, her family has said.

The girl had been picking up groceries for her mother, Aline Wilson, on the afternoon she went missing on the town's outskirts. Katherine called home just before 5 p.m. to ask whether she could buy a can of pop or a bag of chips with the leftover change.
Her mother agreed, and Katherine said she was going to walk home. Katherine's two sisters walked out to meet her halfway, but the girl never showed up.
An exhaustive police search that included dogs, helicopters and boats lasted for several weeks.

NASHVILLE, Tenn. -- The arrest of Jerome Barrett in the Sarah Des Prez case and his accusations of involvement in the Marcia Trimble case have led some to ask: What took so long?

"Quote" “I guess (it’s) what I call tunnel vision,” said retired Metro official Sherman Nickens. “I had an informant tell me that a black Muslim could be involved in this. I do remember going to the mosque on Jefferson Street"

“Case files were kept by individual detectives except what was turned in to Central Records. So there was actually no central database for us to go to,” he said. “We could not bring up cases the way that they can now.”

After 34 years police have finally charged someone with Marcia Trimble's death.
Marcia's Mothers words,

"Every year, for 34 years now, Virginia takes time to observe a horrible anniversary, but Wednesday, "I'm not burdened down with anything. I feel free."

Virginia's daughter, Marcia, disappeared in Green Hills on February 25, 1975. The 9-year-old's body was found a month later. For years, the murder went unsolved, but on the 34th anniversary there was finally a suspect, Jerome Barrett. "I've always wanted to know who killed her? When she died and how she died?" This is the first time Virginia's talked since Barrett was charged with her daughter's murder, and she hopes for answers when he goes to trial this July.

These are some of the things said about little children. Many of them are recorded in Matthew's Gospel, chapter 18.
Who so shall receive one such little child in my name, receives me." Gods own son puts himself in the place of a little child, and is not ashamed to do so. You and I should receive (accept) little children as we accept Jesus--with love; bearing them no ill-will, meaning them no harm, but only good.

"Who shall offend one of these little ones......it were better for him to be drowned in the depth of the sea." Dear Friends, I Fear for for the man who did this. No matter whether we catch him; he cannot escape God's anger and wrath. In another place in scripture we learn that " Vengeance is mine, says the Lord, I will repay." We need not to be anxious; God will avenge his little children.

And now, about Sharron. You and I saw a very great number of people come in to the chapel yesterday to pay their respects. But even if the casket were open, we would not have seen her. She is not here. This is Sharron's earthly body. Do you remember that on the first Easter morning, the three women came to Jesus' grave looking for their Lord?
They were met by the angel, who said to them: " He is not here; he is risen.........he is going before you into Galilee" (Mark 16:6).

She is not here; she is risen. Sharron has gone before us into heaven; and as Jesus said of little children " Always beholds the face of the Father which is in Heaven."

This does not happen "naturally"; mankind is mortal---we die. It happens only because God's own Son--who also died at the hands of violent men----was able to conquer death for us---for you, for me, and for Sharron.

Death may indeed be our fate----Whether it come at 16 or 64---but God is our destiny.

Let us pray together: O God, our merciful heavenly Father, our prayer is brief, but our need is great. We are ashamed of our lack of faith in your compassion and goodness. Please forgive us.We thank you for Sharron's life among us, brief though it was; for the beauty and strength of her character, and gentleness of her spirit. And now grant us your peace, which passes understanding; through our Lord and Saviour, Jesus Christ. Amen

It's been almost l month since a young woman vanished from Lasalle. Jessica Neilson IS MISSING ..She was last seen December 8th 2008. Jessica was driving an automatic, white, 4 door ,1994 Acura Integra the model with the circular lights in the front. the licence plate number 284 WNF.
If anyone sees a car that has been abandoned with this licence plate please dont hesitate to call the police.

Jessica's family is appealing to the public to help find her. Relatives put up poster, friends have been on the radio stations. There is also a facebook site. Donald and Robena Nielson last saw their 25-year-old daughter on December the 8th. Jessica said she was going out with co-workers and then disappeared. A revived Boston police cold case unit cracked the case, and yesterday Sultan Omar Chezulu, 60, formerly known as Robert Scott, was arrested in Atlanta for the murder of Yolanda Hernandez, who was 18 when she was killed. Genetic material from the old evidence that predated police DNA tests led to Chezulu, a career criminal.

Police in Toronto, Canada have set up a 'cold case' website in the hope that new information could help crack unsolved murder cases.

"The traditional means of communication has sometimes been inadequate," Toronto Police Chief William Blair told the city's Globe and Mail newspaper.
"A very significant portion of our population, in particular young people in our city, get most of their information on the web," he added.
The cold-case website contains details of murders that date back decades.

Information from the investigations – including detectives' reports, photos and maps – are all on the site.
One unsolved murder is the case of Christine Prince a nanny from Wales, working in Canada.

She was murdered in June 1982 on her way home from a night out with friends. The murderer's identity is still unknown.

According to the cold-case website: "Murder investigations are made up of many pieces of information. Perhaps your piece of the puzzle is what is needed to complete the picture."

Within the last few years we have come across some pretty special people. Friends who have helped us with this Web site,People who have just emailed us privatly to say that they remember Sharron. We have had nice mesaqges and not so nice. We have had strangers who have written in Sharrons GuestBook just letting us know that they care.
We have known a special woman who emailed our family wanting to place a plaque on the wall of the "Garden Of Hope" which is in Vancouver.
This special lady emailed our family back and forth to ask what we wanted on the Plaque we told her and she went there to B.C and got the plaque engraved, the plaque will be placed on the Garden of Tears Memorial Wall which is located in the Garden of Tears Lillie's Garden .

Alexandra Wiwcharuk COLDCASE / May 18th 2008 marked the 46th anniversary of the Murder of Alexandra.

May 18, 1962:
On May 18, 1962, around 8:00 p.m., Alex Wiwcharuk told her roommates she was going for a walk. She was seen at several locations: Mead's drugstore, near her home, between 8:30 and 8:45 p.m. and later, by a group of boys fishing on the riverbank between 9:00 p.m. and 9:45 p.m. But, Alex Wiwcharuk didn't show up for her shift at the hospital that night, nor did she come home.

The robots can test samples far faster than humans. When the state of Florida, for instance, bought its first robotic analyzers in 1986, a technician could hand-test about 80 samples in a week. The robots, according to the Florida Department of Law Enforcement, could test more than 180 samples a day.

DNA tests flush out old crimes

A RAPIST, a carjacker and a serial burglar are among hundreds of criminals facing more time in prison after NSW Police secured 300 cold-case convictions in a year through DNA testing.
Police Minister David Campbell said more than 2400 inmates were DNA tested in 2006-07, allowing investigators to compare those samples with evidence collected at the scenes of unsolved crimes.
He said more than 10,000 samples had been collected in the testing regime, which began in 2001 and was securing good results for victims of crime and their families.
"These inmates will be spending more time in jail than they thought," Mr Campbell said. "This program is making criminals pay, and providing justice for victims."
The minister said the database to which criminals' DNA was compared contained samples from crime scenes dating back to the early 1990s. The DNA testing had led to 300 new convictions and more would follow, he said.
Among the inmates convicted of previously unsolved crimes are:
■ A 36-year-old who was serving four months for assault received another eight years after his DNA identified him as the man who abducted and sexually assaulted a 40-year-old woman in a Lewisham park in 1997.
■ A 34-year-old serving three years for armed robbery received another seven years after his DNA matched samples left after a man was forced from his car, stabbed and robbed by a carjacker in inner Sydney in 2003.
■ A 36-year-old on six months periodic detention for breaking and entering had his DNA tested in 2006 after police set up a strike force to investigate 58 burglaries in Sydney between 2003 and 2006. His sample came up positive at all 58 crime scenes.
Mr Campbell said the cold-case convictions should remind "criminals that they can't relax … the NSW Police Force will track you down, and you will be caught".

Fort Myers man was arrested today in connection with a murder that occurred in 2004.Derrick Hamilton, 27, of 11 Castlebar Circle, was charged with felony murder of James Foote, who was 53 at the time of his death. Foote was found shot to death in a parking lot in front of 1958 Grove Street in Fort Myers. The murder appeared to be drug related.Fort Myers police were able to make the arrest because of a tip they received from inmates in Florida prison. Cold case playing cards are distributed to those inmates in hopes that they can provide information.

We just have to say that of course there were no buildings around no cars ,Just bush, trees forest...and then the Apairy. If you look at the bottom of the photo and go about 75 ft. in....that is where her body was found... But a gate with lock had to be opened, the gate would have been situated not too far from the road.

This gentleman Got me thinking how hard it is to say "I'm sorry about the loss of your sister.... daughter....or even if it is right to say anything at all.... I never want Sharron to be forgotton..Seems the years go by and she is forgotten about a little more each year. The search for a missing 9-year-old girl in Trois Rivieres resumed in full force this morning.
Cedrika Provencher went missing Tuesday evening. Yesterday, searchers found her bicycle behind a dumpster in the back of an apartment building more than a kilometre from where she was last seen.
Cedrika was last seen about 8 p.m. by two of her neighbours. Before she disappeared, she had been looking for a small black dog, police said.
The investigation has so far revealed the girl herself did not leave the bicycle behind the dumpster, Constable Michel Letarte said. Rather, it was placed there by a group of teens who found the bike abandoned on the street near where the girl was last seen about 8:30 Tuesday.
About 50 police officers with the Trois Rivieres municipal police, the Surete du Quebec and the RCMP, as well as nearly 200 volunteers are taking part in the search today. A canine unit and helicopter have also assisted in the effort.

Searchers keeping their eyes open for a red bicycle helmet, a black and pink watch, a Star Academie lanyard and a ladybug necklace the girl was wearing when she was last seen.

Police are also checking whether there are any registered sex offendors in the area.

Sex Offenders To Wear Monitors!!

Nevada’s most serious sex offenders will soon have to wear an ankle bracelet that monitors their whereabouts at all times.
Gov. Jim Gibbons signed the bill on Tuesday, though it does not take effect until Oct. 1. Officials are touting the measure as a much-needed boost to overburdened law enforcers, who presently consist of only 15 officers who regularly monitor an estimated 750 tier three sex offenders. Under the state’s category system, tier three sex offenders are considered the worst and most likely to reoffend

“It’s impossible for us to monitor our subjects 24 hours a day, 7 days a week,” said Lt. Adam Page of the Nevada Department of Public Safety. “This will not tell us what a person is doing 24 hours a day, but it will tell us where they have been 24 hours a day.”
Convicted sex offenders who try to remove the bracelet will be greeted with an obnoxious alarm. Sex offenders can be fitted with the bracelets for a period of several years or even for the rest of their lives, officials said. Under the new law, playgrounds will be officially off-limits for such sex offenders. Tier-three offenders cannot live within 1,000 of a playground, school or community center.
Offenders will be asked to foot the bill for the bracelets, but if they are unable to afford it, taxpayers will bear the expense.

Quebec Prisoners Get A Gift

Some Quebec prisoners are set to get an extra gift as of today. La Presse reports a new rule comes into effect today allowing prisoners, even those denied parole, to get out of jail to visit their families. And it seems the Quebec Parole Board is still trying to figure out exactly how to apply the new rule. It has to be immediate family but it isn't clear whether the inmates are accompanied and handcuffed or whether they're completely free. Some victims rights groups say it's ridiculous, arguing that a prisoner too dangerous for parole should be too dangerous to be let out on a family visit.
